Just before the end of the Polish Presidency in the EU, the associate States reached an agreement on substantive changes based on the European Commission's legislative proposal, namely Omnibus COM (2025)081. The compromise text adopted on 23 June is the EU Council's negotiating mandate for the EP trilogues.
