A good hockey player follows the puck and shoots into the goal. But an outstanding 1 goes where the puck will be. That is why local government must be more active in terms of government and look at it more broadly, besides at strictly economical issues - says Andrzej Głogowski, candidate for president of the National Council of Legal Advisers.
