Bogdan Zdrojewski, the fresh president of the Parliamentary Committee on Culture and Media, attacked the existing public media backing system. His position is clear: he believes that RTV's subscription should be abolished and giant funds allocated to these media should be limited.
Zdrojewski besides explicitly advocates the liquidation of the National Media Council, stressing the request to change the way the media is regulated in Poland.
It is worth recalling that the subscription fee for the usage of the radio receiver is PLN 8.70 per month, while for the usage of the tv receiver or radio-television set is PLN 27.30 per month.
Failure to registry the receiver and to avoid subscription fees has serious consequences. The penalties for this kind of infringement amount to as much as 30 times the monthly fee rate, which means that in the case of a tv this may exceed the amount of PLN 800. This is simply a strong informing for those who ignore these charges.
Elimination of the National Media Council
Established in 2016 on the initiative of the Law and Justice Party, the National Media Council (RMN) from the very beginning has sparked many discussions and controversy, mainly due to the scope of its powers. According to Virtualmedia.pl portal, RMG has the right to appoint and dismiss board and supervisory boards of institutions specified as tv Polska, Polish Radio and Polish Press Agency.
However, after its creation, the Constitutional Court questioned the constitutionality of denying the National Broadcasting Council the anticipation of participating in the process of appointing and canceling the authorities of Polish tv and Polish Radio.
Currently, the composition of the National Media Council consists of: Krzysztof Czabański as chairman, Piotr Babinetz (PiS MP), Joanna Lichocka (PiS MP), Robert Kwiatkowski (Democratic Left MP) and Marek Rutka (Left MP). This individual composition has besides avoided remarks and criticism in the political spectrum.
Enough debt
Last year, the costs of maintaining the National Media Council increased by almost PLN 40 thousand, reaching about PLN 969 thousand.
Krzysztof Czabański argued that public media request backing of at least PLN 3 billion, which the government should provide.
In turn, Zdrojewski stressed that further debts should be discontinued. He felt that continuing debt by issuing bonds was not appropriate. Instead, they plan to change the backing of the media, looking for more rational and cost-effective solutions. However, he pointed out that this was a subject for discussion only after receiving the budget for work.
