Five points number the defensive plan for Europe, presented by Anders Fogh Rasmussen, erstwhile NATO Secretary-General and erstwhile Danish Prime Minister. In his opinion, European defence spending must increase to 4% of GDP by 2028. The plan is called "Freedom Is Not Free".
