The Israeli national safety minister Itamar Ben-Gvir presented a plan, which he himself calls "voluntary emigration". The "Hitnatkut 710" paper assumes that within 7 years the Gaza Strip will leave 1.86 million Palestinians, or about 80% of its population.

On 1 September, a program to become the axis of his run before the parliamentary elections on 27 October. The name of the document, ‘Hitnatkut 710’, or ‘Disconnection 710’, is not accidental. This is simply a collection of 2 dates: the Israeli withdrawal from the Gaza Strip in 2005 ("Hitnatkut" is the authoritative name of the operation) and the Hamas attack of October 7, 2023, for which the Israeli right blamed that decision. It's the same minister who has late announced that it is essential to kill dozens of Palestinians all day, as we wrote earlier in the text. "Ben Gwir wants to kill 30-40 people in Gaza all night".
Schedule: 250,000 to 1.86 million
The plan operates hard numbers and a circumstantial calendar:
- first year — approx. 250,000 people,
- after 3 years — 1,11 million people,
- After 7 years — approx. 1.86 million people.
With the estimated Gaza population of about 2.3 million inhabitants, this means that nearly 4 fifths of the enclave population will travel.
What are the "profits" that the Palestinians will have?
The paper provides for a ‘absorptive package’ comprising:
- This appropriation is intended to cover the following expenditure:
- financing the first flat in the country of destination,
- vocational training and assistance in uncovering a job,
- financial support for the period up to 24 months.
Anyone willing to go through security. The plan besides declares maintaining the unity of families, respective paths of departure (work, science, treatment, household reunification) and monthly publication of data on the number of departures.
Destination countries: Turkey, Ethiopia, Congo
Ben-Gvir did not initially mention the countries by name, speaking only of "the countries concerned". However, the materials accompanying the presentation of the plan show circumstantial directions: Turkey, Ethiopia, Democratic Republic of the Congo and unnamed arabian States. no of these countries publically confirmed their participation in the programme.
rhetoric: “Gandhi was right”
Presenting the plan, Ben-Gvir said: "Instead of illusions of Peace Now we request emigration actions now" — it is simply a word game aimed at the Israeli Peace Now peace movement. The minister besides argued that his thought was no longer marginal: “In the beginning, I was treated as a detached extremist. president Trump then announced that encouraging emigration is the solution to Gaza".
Ben-Gvir besides appealed to Minister Rechawam Ze’ewie, who was murdered in 2001, known as the “transfer” of the Palestinian population: "It's time to admit it: Gandhi was right" He said, utilizing the nickname Ze’ewie.
One word dispute: “voluntary”
