Several projects

In October 2024, the government drafted laws to regulate the issues of partnerships, covering both single-sex and multi-sex couples. These initiatives were prepared by the Minister for Equality.

The first project, concerning registered partnerships, laid down the rules for their conclusion and dissolution and the rights and obligations associated with them. The second contained introductory provisions, specifying detailed regulations for persons in specified relationships. However, the projects were not discussed by the government or the Sejm due to the discrepancy between the Left and the PSL.

In June, the Left submitted its own parliamentary draft law on partnerships, and last week, the State Secretary at the Chancellery of the Prime Minister, Katarzyna Kotula, informed that both parties had concluded negotiations and reached a common agreement on this matter.

Under no circumstances are partnerships

PSL Vice-President Urszula Pasławska presented details of the bill being prepared in an interview with Radio ZET.

Urszula Pasławska explained that the prepared regulation would cover various types of relationships, with the advantage of heterosexual relations. She pointed out that in Poland about 2 million people live in informal relationships, of which only about 400 000 are homosexual couples. The draft law is intended to enable all specified couples to enter into agreements facilitating the common functioning.

Ms Pasławska stressed that the proposed rules were non-confrontary and service to simplify the regular lives of citizens without making any controversial changes. In her opinion, the proposed solutions are compromised and concern only those areas that did not rise much objections to the public debate, which should guarantee that they are besides accepted among more conservative Members.

Public opinion poll

According to a survey conducted by the studio Opana24 commissioned by TVN24, more than half of Poles support the introduction of partnerships in the country. 54 percent of respondents voted for this change, while 34 percent opposed it. The remaining 12 percent of the survey had no opinion on this issue. The survey was carried out between 13 and 14 October on a typical group of 1001 adults in Poland.

The survey was conducted utilizing a mixed mode method combining computer-aided telephone interviews (CATI) and net interviews (CAWI).
