The government list included a bill that could change the situation of many indebted in the Social safety Office. The fresh rules supply for a wide write-off, including those presently paid or executed. However, this applies to circumstantial cases.
The list of legislative and programming work of the government included the draft Act on the remission of claims committed by the Social Insurance Institution, drawn up by the Ministry of Family, Labour and Social Policy. This is another of the stages of deregulation.

The waiver is intended to cover unpaid social safety contributions, the Labour Fund and the Guaranteed Workers' Benefits Fund, as well as the costs of reminders and executions and interest, additional and extension fees.
The main reason for the legislative initiative is that in practice the effectiveness of enforcement actions [...], which, due to the very long run since they were created, is mostly impossible to enforce.
- read on the Council of Ministers website. The explanations on the task besides highlighted that the costs of investigating the backlog were "disproportionately high", which meant that even if they were able to be enforced, it was inactive a loss.

ZUS will waive outstanding contributions and debts. Even the ones paid.
Until now, ZUS could only waive the debt in a situation where it was stated "total default". In practice, this did not actually happen, even if the execution did not lead to effective action. By amending the rules, both the claims already paid under the instalment schemes and those in the course of ongoing enforcement proceedings will be released.

The task provides for the automatic write-off of all unsecured claims that were created before 1 January 1999, i.e. before the entry into force of the Act on a fresh social safety system. According to Gazeta Prawna, according to ZUS, by June 2025 the debt for unpaid contributions before 1999 amounted to about PLN 315 million. The vast majority of late payers no longer operate. The government expects the task to be adopted in the second 4th of 2026. Then he goes to the Sejm.
