"They'll gotta pay out of their own pocket." Is that possible?

Minister of Justice Waldemar Żurek in the context of the restoration of the regulation of law assumes the recovery of money from alleged neo-judges. Since Poland must pay millions of damages for their judgments, they are to cover these losses "out of their own pocket". Is that legally possible? The differences of opinion between lawyers don't mean these plans of success.
