The government scandal again. Where did Tusk vanish and why is he not in Warsaw?

Donald Tusk attended a gathering of European leaders on Ukraine Tuesday. The point is that he connected with another participants of the conversation remotely and surely not from his office in Warsaw. Where's Tusk? What does he do erstwhile the future of our part of the planet is decided? The opposition wants an explanation.
