The government is preparing changes to the civilian Defence and civilian Protection Programme for the years 2025-2026. The modifications are intended to increase the flexibility of spending over PLN 16.7 billion for civilian protection next year.
The project's authors indicate that the current purchasing limits are disproportionate to the available resources. "It is possible to acquisition more vehicles, without exceeding financial limits" - stressed the justification.
Greater flexibility of measures
The planned changes will let funds to be transferred between the different areas of the programme. To date, specified transfers have only been possible to a limited extent.
Measures from the area of construction of collective protection facilities will be allowed to be moved to acquisition rescue equipment. This is peculiarly the case where safety investments require a longer period of implementation.
Priority for strategical areas
The programme focuses on six main lines of defence. These include inventory of civilian protection resources, building shelters and developing emergency consequence capacity.
Priority in renovations and investments will be given to areas covered by the National Programme "Tarcza East" and indicated by the voivodships of the city and the place of peculiar exposure. The shelters under schools, especially alleged millennials, will besides be upgraded.
Financing at 0.3% of GDP
At least 0.3% of GDP per year is allocated to civilian protection tasks. In 2025 this means over PLN 16.7 billion, of which over PLN 5.1 billion is additional funds for civilian protection tasks.
The program was developed on the basis of the civilian Protection and civilian Protection Act in force since the beginning of the year. It besides includes an overview of objects that can service as collective protection facilities.
