The government is working intensively and without media sound to amend the Act on permissible sound levels in the environment. Standards are not to apply to all sports facilities, e.g. fields. This has its supporters and opponents. On the 1 hand, it is intended to aid advance athletics among young people. On the another hand, a noisy environment will disturb residents and may reduce property value.

The bone of disagreement is "The draft regulation of the Minister of Climate and Environment amending the regulation on permissible sound levels in the environment". Why is he being introduced? Among others, through the loud affair with "Orlik" in Puławy, to which we are about to go.

New sound standards will not apply, for example, to school and recreational fields. Why?

In the explanatory memorandum, we can read that the change is "related to the request to adapt the provisions of the Regulation to the regulations contained in the abovementioned Act by indicating that the permissible sound levels specified for another objects and activities which are the origin of sound do not apply to the widespread usage of the environment, including fields, courts, treadmills, skateparks, intended for school or recreational sports activities, in the field of this activity".

So the point is that adopted sound standards should not be the same for all structures. Sometimes they block action or prevent the construction of e.g. school fields, and each of us knows that athletics is health.

"The subject proposal will have a affirmative impact on the promotion of physical culture in society, as well as on the operational objective: 'Prophylaxis of overweight and obesity', included in the National wellness Programme for the period 2021-2025", explains the ministry.

However, this has the another side of the medal. Kids screaming on the fields and whistles their trainers can annoy some. For example, in 2018, a matrimony with Puławy complained to the court about "Orlik" where they lived. They were disturbed by sound and excessive lighting.

They won and the court banned people who are not students of the school (including adults and sports clubs). The case had a tumultuous sequel, which made president Puławy go to prison even recently.

Socialists fighting sound in cities are angry. Property owners also

The climate hotel does not want to lead to specified events in the future, so it rapidly changes the law. And quite a few people don't like that either. For example, those who have been fighting urban sound for years (which besides has negative wellness consequences).

"This thought is dangerous adequate that now 1 minister has come up with the thought that he will remove the pitch sound and another sports facilities from the norm, and in a minute it may turn out that any another in relation to the subject substance of his interests will do so too. And as you can see, the Ministry of Climate and Environment meets specified desires rapidly as in fast-food, without examining the situation" - we read on the profile "Creasing louder".

This has other, little apparent effects. If the pitches and another recreational facilities do not gotta comply with any sound standards (so they will not should be mounted, for example, acoustic screens), this will negatively affect the value of the property in their area.

"This means that fresh or existing sports facilities can make advanced sound levels without restrictions, even close homes and residential plots. Experts inform that this change can lead to a decrease in property value of up to 20%!" – the accounting office of Katarzyna Kasprowicz on Facebook thunders.

The bill's draft amendment is after public consultation and is presently under review. And it's happening fast, due to the fact that barely on May 5th, it appeared on the website of the Government Legislative Center. He can anticipate it to apply again in 2025.
