The home introduced an amendment to Act amending the Act – Aviation Law (government project). Act amending the Excise taxation Act, the Public wellness Act and any another laws (government project) includes an increase in the excise work on disposable e-cigarettes and the excise work on fresh categories of products: multiple electronic cigarettes, heaters, multifunctional devices and parts thereof, nicotine sachets and another nicotine products. The fresh assumes that the rate of excise work on vaporization equipment (multiplier electronic cigarettes, heaters, multi-functional devices) will be 40 PLN per piece. The liquid charge included in disposable electronic cigarettes will be increased by PLN 40 per cigaret from 1 July 2025. Nowela predicts that in subsequent years the level of excise work will increase: from 1 July 2025 it will be PLN 0.96 per millilitre and PLN 40 per liquid contained in 1 electronic cigarette; from 1 January 2026 – PLN 1.44 per millilitre and PLN 40 per liquid, and from 1 January 2027 – PLN 1.80 per millilitre and PLN 40 per liquid. The Act covers the alleged road map of excise duties on nicotine sachets and another nicotine products; the excise work in 2025 will be 150 PLN/kg, in 2026 200 PLN/kg and the mark in 2027 250 PLN per kilogram. The fresh rules besides supply for a revision of the definition of alleged fresh products. The definition of electronic cigarettes will besides change. In the case of vaporisation facilities, the general rules on excise duties, including the subject-matter of taxation, the existence of a taxation obligation, the jurisdiction of taxation authorities, registration of entities, excise declarations, records, time limits for excise payments and import proceedings will apply.
Act amending the strategical Plan for the Common Agricultural Policy for the years 2023-2027 and any another laws (government project) adapts Polish government to EU law. The fresh concerns, among others, the implementation of social conditionality mechanisms. The fresh rules let farmers to be checked for compliance with working and employment conditions and, in the event of non-compliance, let administrative penalties to be imposed on farmers and another beneficiaries receiving direct payments. The strategy of monitoring compliance with these rules is to be based on the strategy of monitoring labour law and wellness and safety at work in Poland. The fresh besides introduces 2 fresh ecoschemats. The first relates to basic or qualified seed payments. It will let each farmer to receive additional support for the usage on arable land for sowing or planting basic or qualified material: cereals, legumes and potatoes. The ecoschema introduced is designed to encourage farmers to usage this material and reduce the usage of plant protection products. The Act provides that the current ecoschema ‘Biological Protection of Crops’, whose name will be changed to ‘Biological Cultivation’, will extend the scope of the payment support for fertilising microbiological products. It is about improving dirt biological activity and stimulating plant nutrition.
Act amending the Act on funds for the promotion of agri-food products (government project) introduces changes to the functioning of the mechanics for charging, collecting and transferring contributions to the Oil Plant Promotion Fund. The amendment besides includes the inclusion of sunflower crops in this fund. It besides provides for support for beekeeping products under the Fruit and Vegetable Promotion Fund. The scope of activities supported by the Fund for the Promotion of Cereals and Cereals Products and the Oil Plant Promotion Fund will be extended. It is besides intended to cover educational and information activities and R & D initiatives aimed at promoting the usage of biocomponents and liquid biofuels produced from agricultural natural materials, specified as rape and maize. The Act provides that declarations of contributions to individual promotion funds may be made only in electronic form.
Act amending the Power marketplace Act and certain another acts (government project) provides that the alleged overtime auctions should be carried out in case the transmission strategy operator finds a problem with the adequacy of generation resources and reports this to the applicable minister. The fresh assumes an extra transportation auction in 2029. It besides provides for specified auctions to be held for 2030. For auctions for 2029, the value of power contracts included in the overtime auction, i.e. the cost charged to electricity customers, was estimated at PLN 1,879 billion in 2029, and for another 6 years – at PLN 1,074 billion per year. The Act provides that the same entities that participate in the main auctions will be entitled to participate in the overtime auctions. It will besides be possible to establish in the auctions the capacity adjustment factors for each group of technologies. In addition, the amendment provides that the power supplier may declare its willingness to participate in the auction with the planned generation unit, for which only it has requested the conditions of connection, provided that the technology of that unit allows the power to be delivered to the strategy with a power available continuously for at least 48 hours. The Act extends from 28 February to 30 June 2025 the deadline for entrepreneurs to submit statements of aid in 2024 de minimis from payments to electricity bills. From PLN 350 million to PLN 1.2 billion, the budget support limit has been increased in the statutory price simplification mechanics for strategy heat customers.
During the 29th meeting, the legislature adopted 2 peculiar resolutions.
Resolution on the 80th anniversary of the heroic death of Patron of the Polish Scouting Father Stefan Wincenty Frelichowski (initiative of a group of senators) resembles the figure of a prominent priest, chaplain of the Pomeranian Chorąg Scouts ZHP, during planet War II prisoner of KL Stutthof, Sachsenhausen and Dachau camps. Despite utmost conditions, he was able to service his neighbour with his full life. He organized camp Caritas, took care of camp youth and older prisoners. The care included Poles, Jews and Russians. He courageously, contrary to the prohibitions, performed priestly ministry, organized prayers, confessed, held secret Masses, and distributed communion. During the typhus epidemic in Dachau, he served the sick. The infected died of typhus on 23 February 1945. “We want Polish youth to be faithful to the values of our distinguished predecessors. For the service of the Twins and Homeland to be an inspiration for the improvement of personality and active attitude in their surroundings. In order for subsequent generations of Polish scouts to proceed the work of the founders of Scouting in the spirit of the Scouting Promise rota," Senators wrote in the resolution. "In Scouting, his character is constantly present and we hope that for many years to come he will be an crucial mention to young people in making crucial challenges and hard decisions. besides for the service of our Nation and State. "Since the first days of the occupation, railwaymen experienced German savagery. In early 1940 the Germans shot or deported many pre-war PKP workers, especially Silesian and Wielkopolska insurgents, social activists or plebiscite activists to concentration camps" - the resolution states. Senators stress that "the railroads actively engaged in conspiracy and sabotage activities, contributing to the weakening of German military potential, being members of intelligence and information networks, carrying out self-sabotage actions, cooperating with guerrillas, besides forming conspiracy organisations, specified as the Military Railway Service or Railway Action, which were subsequently incorporated into the Home Army". The resolution besides recalls heroic actions of railwaymen, including Szymankov, Tczew, Karsznic, Kutna, Warsaw, Ostrow Wielkopolski, Krakow and Lublin, as well as their participation in the Warsaw Uprising. "The railroadmen, engaged in conspiracy, sabotage and combating arms in hand, had peculiar merits for the Polish Underground State. Their engagement in the fight against the German occupier was invaluable," Senators wrote in the resolution.
