In times justly past the constant rite of the alleged folk power was the proclamation of amnesty.

NOnly in PRL. In the 20th interwar amnesty was announced 15 times. In 1919-21, 9 times, equally 3 each year.

The post-war years are primarily an effort to break down the anti-communist underground – amnesties from 1945-47.

Over the last years, the intent of the punishment in Poland has been to permanently isolate criminals from society and severe retaliation. However, the intent of punishment according to European standards, for almost 80 years, is to change prisoners. It is to return to a better society and should be worked on from the first day of the punishment, whether sentenced to 2 years, 5 years or 25 years. This requires a change in the way of reasoning about punishment and its execution.

Ps. Supporters of the Tale of Iron Tusk find another explanation. A place in prison is needed to place interned PiS activists, Solidarity (also RI) and farmers strike leaders.

On the another hand, the amnestions are intended to power the ranks of strong people ready to occupy further institutions.
