In times justly past the constant rite of the alleged folk power was the proclamation of amnesty.

NOnly in PRL. In the 20th interwar amnesty was announced 15 times. In 1919-21, 9 times, equally 3 each year.

The post-war years are primarily an effort to break down the anti-communist underground – amnesties from 1945-47.

Ps. Supporters of the Tale of Iron Tusk find another explanation. A place in prison is needed to place interned PiS activists, Solidarity (also RI) and farmers strike leaders.
