The African states have not yet dealt with the burden of the colonial past, and most of them have failed to build permanent organization structures, strengthening many relations and analyses that have been established for decades. For any complicated reasons, collective life forms that have mostly worked well in Europe for more than 2 100 years (although it is not known how long it will last), in another parts of the planet they usually fail.
