The intention to participate in the triumph Parade was submitted by the Slovak Prime Minister Robert Fico, president of Serbia Alexandar Vucic, Head of the Palestinian Authority Mahmud Abbas and president of Brazil Luiz Inacio Lula da Silva.
In 2023 Putin gathered in Moscow on 9 May 7 heads of post-Soviet states: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.
These countries — with the exception of Armenia's Prime Minister Nikola Paszynian — took part in the parade in 2024. They were joined by the president of Guinea-Bissau Sisoku Embalo, the president of Cuba Michel Diaz-Canel Bermudez and the president of Laos Thongloun Sisoulith.
The last time Chinese leader Xi Jinping arrived in Moscow in March 2023. His visit then took place in the face of Putin's threats, which spoke of the usage of atomic weapons in the war against Ukraine.
