Our country must build resilience to military threats not only at the level of large urban agglomerations, but besides tiny local communities. On how to make an effective and efficient crisis management strategy in villages and towns, specified as the two-day “Communication Conference” was discussed in specified municipalities on 14 and 15 April.
Representatives of local governments from all over Poland and the army, with peculiar emphasis on representatives of the units and structures liable for communication and command support, for 2 days – 14 and 15 April during the “Communication Conference – strengthening the resilience of the state and society” about the challenges of building dedicated to tiny communities – villages, towns, municipalities and districts – crisis management systems.
The conference was hosted by the city of Sieradz and the 15th Sieradzka Communication Brigade. As explained by Przemysław Serweta, president of the Association of Friends of the 15th Sieradzka Communications Brigade, the members of Siedzid were curious in creating a platform for discussion. "First of all, we wanted to see people in 1 place who are curious in communication and security, and so that they could talk and exchange experiences about what has changed in terms of communication, what are the fresh solutions, requirements, expectations, and there is simply a lot going on in this area," he commented.
The profile of the conference was powerfully reflected in the subjects of the various presentations prepared by speakers, which were both highlighted by fresh products offered by ICT companies, but besides by strategy solutions on which state institutions and investigation and investigation centres are working.
As Colonel Łukasz Łącki, Deputy Commander of the 15th Sieradzka Communications Brigade, the biggest challenge facing military communications present is to accomplish interoperability with another services in our country, specified as police or fire brigades. "It is very crucial that, as an army, we have cognition of what another services, formations or all kinds of structures are doing during crisis operations. Now in besides many areas there are information islands independent of each other, islands of decision-making, between which communication and, therefore, cooperation, is not full automated," he explained.
In addition to building interoperability in the field of line communication, the military – self-government – public services, participants of the conference devoted much attention to building resilience to misinformation at all levels of local government administration and effective and safe ways of informing the public about threats. - It's a challenge for us to let individual in the mediate of nowhere know something bad is going on, that you gotta evacuate due to the fact that there's a flood going on. In cities, it's easy to presume that people have the Internet. What about a 90-year-old small female from a tiny village? How do we get to her? She sometimes doesn't have a TV, let alone a smartphone – 1 of the mayors from Opole commented.
