"The author is simply a ultimate Court justice sitting in the Criminal Chamber, a prominent criminal law expert, recognized lecturer at the Jagiellonian University. The story of the President, who answers only to God and Historia, and whose powers are not subject to any control, was distributed by the erstwhile power. However, it is hard to realize why the present government besides believed in this myth. The controversial government draft of the bill, concerning the activities of soldiers and another uniformed services in the Belarusian border, introduces the general anticipation of conducting a military operation in the period of peace with the usage of troops in the territory of Poland. The justification for this task shows that the aim is to make a legal basis for sending military troops to, among others, the Polish-Belarusian border in order to conduct independent actions to prevent illegal crossings of the border by immigrants. But the anticipation of utilizing military troops in the territory of the Republic of Poland during the period of peace is much wider: this could be any situation requiring "ensure of the safety of the external state". As part of these operations, soldiers will have the power to usage weapons and another means of coercion. Apart from the question of whether the order of specified a military operation during the period of peace does not constitute another extra-constitutional emergency, it is astonishing that, according to the draft law, the power to issue a provision on specified usage of military troops during the period of peace and in the territory of Poland is to issue the president at the request of the Council of Ministers (according to the fresh wording of Article 28 of the Law on the Defence of Homeland).’
