Polish Energy Networks and General Staff of the Polish Army signed an agreement to guarantee the safety of critical infrastructure. This is the first specified strategical paper in the field of energy infrastructure protection concluded by the Polish Army with a civilian public institution. It sets out, inter alia, the principles of access to the expertise of both institutions.

The agreement on cooperation in ensuring the safety of critical infrastructure of the national energy strategy (KSE) was signed by Gen. Wiesław Kukuła, chief WP General Staff, and representatives of Polish Power Networks SA.

As stressed at the ceremony at the PSE office in Konstancin-Jeziornie Deputy Prime Minister Władysław Kosiniak-Kamysz, it is the energy infrastructure that is frequently the first mark of the attack, which shows the example of the war in Ukraine. – We learn from Ukrainian experiences, which we must do now. We cannot wait for specified experience to happen to us, which is why this agreement is so crucial – said the head of the MON.

The head of the MON besides indicated that the military would indicate the PSE's direction of modernisation, the essential solutions and areas to improve, but besides carry out joint exercises. “Without good energy and without the protection of critical infrastructure, we will never defend what is the foundation of our country,” added Kosiniak-Kamish.

General Kukuła besides stressed that the energy network is an absolutely critical strategy for the resilience of our country. “This cooperation is intended primarily to enable the exchange of expertise, but besides to supply key information to the Polish electricity network related to standardization of solutions utilized in protective systems, including through dual-use technologies”, said the head of SGWP. As he pointed out, this is to be a model way of protecting infrastructure indicating the direction of akin institutions.

In turn, Grzegorz Onichimowski, president of PSE SA, pointed out that the possible breakdown of the energy strategy causes not only immense financial losses, but besides social losses and failure of assurance in the state and its structures. Therefore, as Miłosz Motyka, Minister of Energy, said, “security” is now changed by all cases. “The signed agreement confirms that safety cannot be separated from energy security,” stressed Minister Motyka.

Today's agreement is, as the Ministry of Defence states, the first specified strategical paper in the field of energy infrastructure protection concluded by the Polish Army with a civilian public institution. It lays down, inter alia, the principles of access to the expertise of both institutions. This includes the exchange of information and the coordination of actions taken in the area of monitoring KSE infrastructure and addressing various non-military and military threats.

The agreement besides provides for a permanent squad of experts to strengthen the resilience of critical infrastructure against military threats. It is designed to make recommendations for the safety and protection strategy of PSE facilities, as well as purchases of equipment, equipment and method means. As stated by SGWP, the squad will include representatives of PSE SA, the boards of SGWP and the Operations Command of Types of Armed Forces, the General Command of the RSZ and, as appropriate, the office of the Territorial Defence Army and the office of the Cyberspace defence Army.
