It boils after voting in the Parliament on the Nawrocki veto. "PiS meekly tucked his tail"

The Sejm failed to reject the President's veto on the loud chain bill. Thus, the destiny of dogs in Poland will not improve for the time being. Although the MPs had previously supported revolutionary rules, at a decisive minute there were no votes to argue Karol Nawrock. He has a plan to break the chains.


Karol Nawrocki vetoed the chain bill on 2 December, claiming that the proposed standards are "detached from reality". He peculiarly criticised the requirements regarding the size of the squatters, which would have the size of "urban studios". In the Polish village this would be hard to enforce.

"The dead law is worse than the deficiency of law," the president argued. He admitted that chain ban was right, but the task itself was ill-prepared. According to the President's Chancellery, besides restrictive method requirements could hit farmers and paradoxically lead to animal abandonment.

Why did the "old" chain bill fall again?


A majority of 3/5 votes (263) were needed to reject the veto, but 246 parliamentarians voted against yesterday (17 December) with 192 votes against. Jarosław Kaczyński, among others, was absent from the vote.

Donald Tusk powerfully commented on the opposition's attitude: "PiS meekly tucked his tail and sustained the president's veto. The symbolic capitulation of Kaczyński – he did not have the courage to stand up for the animals and escaped the vote. Just the dog's grief."



Radosław Sikorski ironic that "the president is behind freedom for cryptocurrency stock exchanges and dog chains", and Roman Gierty pointed out the absence of the president of the Law and Justices with the words "Jarku, where were you today? You capitulated before Nawrock."



Marcin Kierwiński felt that the Sejm "lost humanity" and "were won by those who hatred everything that lives." Maciej Nejny of Together noted that "PiS MPs, who inactive voted for animal rights 2 weeks ago, present considered being against Tusk to be more crucial to them".



Iwona Hartwich rhetorically asked that "How can you have a heart for animals if you are not – and never had – a heart for people with disabilities?". Agnieszka Buczyńska summed up the consequence of the vote with this: "Shame. First 'for', and present retreating to organization games. It's a policy that keeps animals suffering. Shame!"



No dogs in chains. What are the animal foundations planning?


The animal organizations do not hide disappointment, reminding that 61.3 percent of Poles opposed veto. Viva Foundation! emphasises that the rejected task precisely defined the standards of the coyotes (10 to 20 sqm) which were missing in the presidential task (about it in a moment).

In spite of the defeat in the Seym, social workers announce a further fight. Anna Zielińska, president of Viva!, announces that the civic task "Stop the Chains" is inactive being developed in committees (including the simplification of pseudo-breeding or bang fireworks).

"On Sunday there were respective 1000 of us on the streets, and in all Poland there are millions of us. That voice can't be silenced. Chains must go back to history" - emphasises and announces the continuation of the run to improve animal welfare.

New chain bill from Nawrocki. What changes await dog owners?


In exchange for the veto bill, the president presented his own draft amendment in early December. It assumes a complete "no keeping pets trapped" (and so not only dogs), but there are no rigid dimensional standards for coyotes. Nawrocks want to remove the current dead regulation of the 12 hours bonded, declaring it impossible to control.

The presidential proposal stresses the "obligation to supply a suitable building", which must be warmed and isolated from the ground. The owners would have 12 months to adapt to the fresh rules. The task provides for exceptions for shepherding or service dogs. But now he has to go all the way to the Parliament.
