On 17 March 1921, the first modern basic law was passed in the reborn Poland. For fear of dictatorship, the function of the president was limited, the parliament had a superior position. Unfortunately, Józef Piłsudski – the dictator destroyed the emerging democracy through sanitization, or healing.
