Will Ukrainian safety services be able to operate freely in Poland?

The Polish-Ukrainian agreement on cooperation in combating crime may make a legal basis for the presence of Ukrainian law enforcement officers on Polish territory, for them to execute circumstantial authoritative duties, and to participate in agreed-upon forms of cooperation. The agreement will not grant Ukrainian officers the enforcement powers of Polish law enforcement agencies or the right to conduct operations independently in Poland, but it will let them to execute circumstantial authoritative duties and participate in agreed-upon activities. The president signed the law paving the way for ratification, but the Polish-Ukrainian agreement itself was inactive not in force, as the signing of the ratification paper had not been confirmed by July 27, 2026, the exchange of diplomatic notes, or the authoritative announcement of its effective date.
