Will the Chinese halt drinking French brandy...?

In January, China initiated an anti-dumping investigation on imports of brandy from the European Union. On 8 October, the Ministry of Trade (chin. 商务部) announced the decision to take "temporary anti-dumping measures" on brandy imported from the EU. The Chinese party’s investigation showed that dumping from the EU side threatens to origin ‘significant harm’ to Chinese alcohol producers (sounds familiar). "Temporary measures" which entered into force 11.10. require Chinese importers of EU brandy to pay a safety of between 30.6% and 39% of the import value.

The decision was only a fewer days after EU associate States voted to impose countervailing duties on electrical vehicles from China. Additional duties were introduced after the EU investigation, which showed that Chinese car manufacturers benefited from state subsidies which gave them a competitive advantage over European rivals. The Chinese anti-dumping measures hit France peculiarly hard due to the fact that it was, according to Chinese customs data, the origin of 95.4% of the brandy imported this year.

France was besides a major supporter of the investigation into Chinese electrical vehicles (EV) and 1 of the 10 EU members who voted in favour of customs increases. Brandy is the most popular imported alcohol in China, accounting for 61.2% of its imports. Imports of brandy in the 3rd 4th decreased by 38.7% compared to the same period last year.

It can be assumed that further products – including food and agricultural products – are waiting in line for the announcement of Chinese ‘temporary anti-dumping measures’. Everything depends on how heavy EU sanctions will affect local electrical vehicle manufacturers.
