According to a written note from the cabinet meeting, Starmer stated that Palestine's sovereignty would be recognised, "unless the Israeli Government takes crucial steps to end the tragic situation in the Gaza Strip, it will accomplish a ceasefire, make it clear that there will be no annexation of the West Bank and engage in a long-term peace process that will lead to a two-state solution".
