Why does Mateusz Morawiecki show pro-Russian politicians?

During his visit to Lithuania, Mateusz Morawiecki awarded Waldemar Tomaszewski and Stanisław Pieszka “for the merit of Polish and Polish abroad”. The problem is that their activity has been more beneficial to Moscow than to Warsaw.
