Who gains from selling CO2 allowances? There's an ETS settlement

It is the railway, not the energy, that is the main beneficiary of CO2 emissions allowances. This could change the establishment of the Energy Transformation Fund, but another finance ministers do not want to lose billions to share in the budget. In 2024 Poland sold allowances for PLN 16.4 billion. This year it will be a larger amount.
