Ukraine is at war with Russia, mobilizing its population, maintaining an extended military apparatus, and remaining dependent on financial and military aid from the West. At the same time, the most crucial institutions of the law enforcement and anti-corruption systems have begun publically accusing 1 another of abuses, protecting their own people, and utilizing criminal proceedings to fight for influence. Prosecutor General Ruslan Kravchenko’s late-night departure and his open confrontation with NABU and SAP show that Ukraine’s problem is no longer limited to the corruption of circumstantial officials. The credibility of the state itself is becoming an increasingly serious issue.
