Where's the $13 billion for the armory?

After the outbreak of a full-size war in Ukraine, Poland decided to accelerate and grow purchases of equipment for the military. In the first stage, abroad contracts were mostly fed due to the pace of supply. In parallel, it was planned to increase home production of equipment, both through its own work (e.g. BWP Borsuk) and licensing agreements (e.g. K2PL tanks). However, it is essential to recapitalise the defence industry's plants, as they had not produced so large a scale for years. They so request funds to invest and build capacity.
