Warsaw backwards to the contest?

I saw fresh Orleans during the Mardi Gras, Cannes festival. I remember the Green Mountain from the 1970s at the russian Song Festival. The full town lived a flagship event. A keyboard was painted on subway cars in Warsaw and that was it.
At the inaugural performance of the erstwhile editions of the competitions, the president always spoke, and now the competition was opened by the conferencemaker announcing that alternatively of authoritative speeches "let music speak". There are no Polish accents on the phase – flags, or even a bouquet of white-red flowers. The national anthem was not played. The Chopin monument in the bathroom park is wrapped in a white sheet due to renovation. The renovation is besides subject to a full 4th of streets at the Philharmonic, which makes it very hard to scope the building. erstwhile asked about renovations, president Trzaskowski said that the competition cannot disorganise the functioning of the city, and the renovations run according to the schedule.
Who made the decision to refurbish at this time, since the date of the competition had been known for 4 years?
It looks as if individual intentionally tries to diminish the rank of this "piano Olympiad" which is undoubtedly the oldest, largest and most crucial piano competition in the world.
Maybe all this is due to political decisions of influential cosmopolitan environments with abroad or liquid ethnicity?
Someone (Klaus Bachmann?) may have issued a recommendation: "Do not exaggerate with this Chopin. It is not worth to rise the Polish nationalist drum".
