More than a 100 people gathered in the halls of the Warsaw Council gathering hall to express their opposition to the plans to introduce the Clean Transport Zone. Despite attempts to enter the session, protesters remained behind closed doors, chanting slogans specified as “Not for the SCT!”, “Get out of Trzaskovsky commune!” and “Let the residents in”. Despite intense protest, the Warsaw Council decided to adopt a resolution introducing the Clean Transport Zone.

In our opinion, the resolutions adopted by the Rajists of many cities are a form of unequal treatment and discrimination of any citizens, which in rule violates Article 32 of the Polish Constitution. It is besides worth adding that the alleged SCT will only be introduced in cities above 100,000 inhabitants. On this basis the question arises whether the exhaust gas from cars, which will decision in the surrounding cities and towns, will not scope Warsaw? The answer is one, and I think everyone knows her. In the vote on the Clean Transport region resolution held on Thursday, 37 KO Councillors voted in favour, 16 against and 2 abstentions. Opponents of the transport region demonstrating in front of the gathering area brought with them banners with slogans specified as "Not for the SCT" and "The region of Pure Terror". Protesters utilized whistles, besides interrupting deliberations by hitting the door and loud screams. In this way they tried to disrupt the speech of the Vice president of Warsaw, Michał Olszewski, presenting a draft resolution introducing a clean transport zone.

According to the fresh draft resolution submitted to the Warsaw Council, the Clean Transport region (SCT) will cover more than twice the area, encompassing full districts specified as Śródmieście, Żoliborz and Prague North, almost all Ochota (outside the SCT area will be only a fragment from CH Reduta, Mszczonowska Street and West Railway Station) and Prague South (outside the SCT, Olszynka Grochowska will remain: the area is not inhabited by PKP and nature reserve), the majority of Mokotowa (outside the SCT will stay Sadyba, Stegny, Augustówka and part of Służewiec) and about half of Wola (to al. Primate of the Millennium).

People surviving inside this area who pay taxes in Warsaw will be exempted from the requirements of the region in the first 2 stages of its implementation. The provisions of the SCT will not apply until January 2028. – then they will not be able to usage the region with a diesel engine older than 13 years and a petrol vehicle older than 22 years.

Other people and residents of Warsaw who purchased the car after the adoption of the resolution will be subject to the requirements already defined. As of July 2024, they will not be allowed to travel in the region with a diesel engine older than 18 years and a petrol vehicle older than 27 years.

In addition, an exception was introduced for seniors (people who will turn 70 in 2023) provided that they were already owners of their vehicles before the adoption of the SCT resolution. This means that persons over the age of 70 who fulfil certain conditions will be permanently exempted from the rules of the SCT.
