Israeli safety forces deliberately killed, detained, and tortured medical personnel and deliberately attacked medical vehicles, simultaneously exacerbating the siege of Gaza and limiting approval to leave the territory for treatment. These actions constitute war crimes of deliberate killing and abuse and demolition of the protected civilian property and the crime against humanity, which is extermination, as stated in the conclusions of the study of the United Nations Independent global Investigation Commission on the Occupied Palestinian Territory, including East Jerusalem and Israel.
The case was reported to X by a specialist in mediate east affairs, Dr Wojciech Szewko. In the Commission's opinion, the demolition of the wellness infrastructure in the Gaza Strip had "a serious negative impact on the availability and quality of healthcare services, drastically expanding mortality and morbidity, violating the right to physical and intellectual health, which is inextricably linked to the right to life".

As noted, the attacks at wellness care facilities have worsened the already disastrous situation associated with a fast increase in the number of patients with serious injuries, expanding the number of untreated patients suffering from chronic or specialised care.
With respect to attacks on Nasr, Shifa’, Awdah and Turkish Hospital, the committee stated that the Israeli safety forces "did not respect the principles of caution, differentiation and proportionality, which constitutes war crimes involving deliberate killing and attacks on protected facilities".
IDF Command argued that hospitals had to be bombed as infrastructure utilized by Hamas terrorists. However, the Commission was not able to verify these claims independently. Moreover, no evidence of military activity of Palestinian armed groups was found
In Awdah or Turkish infirmary at the time they were attacked. The Commission confirmed the presence of a tunnel and shaft at Shifa infirmary but was incapable to verify whether they were utilized for military purposes.
The Commission has found that children have besides been killed. Hundreds of minors from the Gaza Strip and the West Bank have been arrested. The children detained were subjected to "extreme violence" during arrest and interrogation. For example, children were told to keep their hands up for hours and were deprived of medical care. Children were held in overcrowded juvenile wards in Israeli prisons, mostly in Megiddo and Ofer. The Israeli authorities subjected them to all the same restrictions applied to adults.
The study besides showed that the institutionalized abuse of Palestinian prisoners took place at the direct orders of the Israeli minister liable for the prison system, Itamar Ben-Gvir, and was fueled by Israeli government statements calling for force and retaliation.
