The fresh regulation adopted by the Standing Committee of the Council of Ministers radically changes the approach to crisis management. The envisaged regulations are to specify, among others, the rules for the evacuation of populations from areas exposed to war or natural disasters. The paper clearly indicates who will be evacuated first — and it will be neither government nor military. What precisely will change?
