Poland's participation in the SAFE programme, possible accession to the Council of Peace appointed by Donald Trump and alleged contacts of the talker of the Sejm with the Russian businesswoman – these are the topics discussed during the National safety Council today. “Each of these matters concerns a different safety dimension,” explained president Karol Nawrocki.
It was a hot day in Polish politics. The government first gathered at noon. The subject of the gathering was, among another things, Union SAFE programme. It assumes granting low-interest loans to associate States for projects related to the modernisation of the army and the arms industry, and Poland is to become the largest beneficiary of it. It should receive EUR 43.7 billion from EU money. Today, the government adopted a bill implementing SAFE into Polish law. "Despite all those who wished Poland wrong, the task was successful. The first measures can go already in March" commented Deputy Prime Minister and Minister of National Defence Władysław Kosiniak-Kamysz on social media. As he explained, the money will be utilized for the acquisition of equipment for the military – mainly equipment produced in Europe. Now the bill must be passed by Parliament and gain the President's signature.
Meanwhile, Karol Nawrocki signals doubts. And they became 1 of the reasons for the National safety Council today. “For the last fewer days we have been seeing a large euphoria from the ruling camp, but in my opinion Poles have not received full information about the SAFE programme,” the president argued, beginning the meeting. He added: "I think that for the public and for the sake of clarity in the context of crediting our national community for the next decades, it would be worth knowing 139 projects to be implemented under the SAFE.
Prime Minister Donald Tusk referred to the President's position during the government meeting. As he explained, loans under the mechanics are cheaper than any another options available on the market. – This guarantees fast and massive spending on Polish defence – he assured. He added that the full case had become the subject of an “unnecessary, unwise and harmful political confrontation”.
In a akin tone, Deputy Prime Minister Kosiniak-Kamish spoke. In his opinion, the attacks on SAFE could consequence in "gigantic, political losses". The head of the MON recalled that the interest rate on the debt should not exceed 3 % and repayments will be spread over 45 years. And there could be more. "I believe that the European Union will come to a conclusion in these 45 years, and that is what we will call for and search that part of this debt should be decommissioned. This is our strategical goal for the coming years – the Deputy Prime Minister assured.
But SAFE is not the only reason to call the RCN. The president returned to the question of possible joining Poland Peace Councils – an global body to oversee the peace process in the Gaza Strip at the initiative of Donald Trump. Charles Nawrocki was invited to see him, but the case was suspended. Reason? Membership of the Council of Peace requires the approval of the government and parliament. According to the Polish President, joining the fresh organization may have far-reaching importance for Poland – from political, economical and military. "As President, I think this subject should be carefully and seriously examined. The problem is that despite formal and informal talks with the Prime Minister, the government did not give me any circumstantial position on the matter," Nawrocki noted.
And again, Donald Tusk addressed the subject in a government meeting. “In the current circumstances – as regards the principles, the position of this council, the direct objectives, mainly related to the reconstruction of Gaza, any doubts of a systemic nature, concerning the form of the council – Poland will not join its work”, decided Tusk. However, he reserved that the government would examine the substance while maintaining openness and flexibility.
The 3rd issue discussed during the RCN was "measures taken by state authorities to clarify all the circumstances of the east social and business contacts of the Marshal of the Parliament of Włodzimierz Czarzasty". RCN is simply a body advising the president on matters relating to State security. It consists of Speakers of the Sejm and the Senate, Prime Minister, Ministers of National Defence, abroad Affairs, Home Affairs and Administration, and Heads of Parliamentary Groups.
