Vance: U.S. may resume arms supply, but Ukraine must start negotiations

Vice president Vance stressed that the U.S.'s precedence is to end the conflict and arms supplies can only be resumed if concrete steps are taken towards peace talks. This means that Washington may want to force Ukraine to let negotiations, even if their conditions are favourable to Russia.
