Used photovoltaic panels go to Poland from Germany. Who makes money off of it and who loses?

We will spend billions of PLN on recycling of solar panels installed in Poland, which does not undermine the sense of installation. That's all the facts are. The problem is that from Germany we have utilized panels, which should already be utilized there - while they land in Poland. Who makes immense money, and how much will it cost us all?
