Many Polish homes inactive fall behind housing books from the times of PRL. Although they may seem like a relic of the past, their holders have a chance to get crucial financial resources. Guarantee premium for the owners of these papers is presently about PLN 19 thousand.
What are housing books?
Housing books were a popular savings instrument in the PRL, allowing to rise funds for the acquisition of housing. After gathering the appropriate amount, the holder of the book could number on an additional bonus – so-called. Guarantee premium.

What are the conditions for getting the bonus?
To receive Guarantee premiumcertain conditions must be fulfilled:
- Book registration: The owner must registry the residence book in the bank. Registration should be made before 31 December 2022 so that the rules on liquidation and payment of the premium stay unchanged.
- Housing purpose: The bonus is granted for circumstantial housing purposes, specified as buying an apartment, building a house, renovation or upgrading a property. Expenditure must meet certain financial thresholds, e.g. PLN 6 1000 for thermomodernisation projects.
- Deadline for submission of the application: The application for payment of the premium must be submitted within 90 days of the performance of the entitlement. If the book was registered in 2024, the application may be filed from 1 January to 31 March 2025.
What if you're not planning a housing investment?
Persons who do not plan to invest in housing may:
- Transfer of the book: Hand over the book to a loved 1 who intends to accomplish the housing purpose.
- Elimination without bonus: Remove the book without getting a bonus. In 2024, about 500 people benefited from this option.
Despite the possible benefits, many bookholders face difficulties:
- Lack of awareness: Many owners are unaware of the anticipation of obtaining a bonus.
- Lost Documents: Many books have been lost or destroyed over the years.
- Legal restrictions: The current rules may prevent any people from benefiting from the premium.
What's next?
The Ministry of improvement and Technology examines possible changes to the Housing Book Act. Each decision will affect the state budget and social issues and so needs to be analysed in depth
