Unofficial: Ukraine without U.S. safety guarantees if it does not give Donbas back to Russia?

The United States is expected to signal to Ukraine that it will receive safety guarantees from the United States on the condition that it agrees to Russian demands for the withdrawal of the Ukrainian army from the still-controlled part of Donbas, the Financial Times reports.
