Last year Deputy Prime Minister Władysław Kosiniak-Kamish initiated the task ‘Military household Charters’, establishing benefits for soldiers, military workers and their families. The draft prepared in the MON was submitted to the Council of Ministers, and then during government work the Ministry of Interior and Administration joined the initiative.
As a result, the proposals for discounts, reliefs and facilities were besides to be covered by the Ministry of abroad Affairs. In the course of government work, a group of Members associated with the ruling coalition prepared a bill that coincides with the main assumptions of the government project. Changing the mode to parliamentary is to accelerate the process of passing the bill.
What benefits?
The Uniform household Charter is intended to be a fresh form of support for uniformed services, providing relief and preferential access to various services and goods. It will be entitled to professional soldiers (excluding those who have professional military service during training), active reserves, territorials, as well as police officers, firefighters, border guards and state safety officers.
Uniform spouses, their children, veterans and veterans, the disabled and families of dead soldiers and officers will besides be supported. In total, about 1.27 million people will be able to benefit from the fresh regulations. – The bill is the first specified comprehensive solution in the area of support of uniform families. In addition to direct assistance in the form of a simplification in expenditure, the aim of the Charter will be to strengthen the affirmative image of the Armed Forces and uniformed services in society, as well as to advance the state safety service," says Magdalena Fabisiak, manager of the MON Military household Support Department.
He stresses that the fresh regulations will aid to cover the uniformed families with peculiar state care. “These solutions are needed and justified, given the burden that soldiers and officers bear all day to guarantee safety and public order,” adds manager Fabisiak.
The card will be issued free of charge. It will entitle you to get goods and services or another forms of activity on a more favourable than general terms. The holders of the Uniform household Card will have, for example, statutoryly guaranteed discounts for rail journeys (37 percent for one-off tickets and 49 percent for long-term tickets), as well as discounts for passport fees (for adults the discount will be 50 percent and for children 75 percent).
The Charter will besides give precedence to the admission to kindergarten of children carried soldiers and officers. The task besides involves extending access to wellness care services to members of the uni-railed family. In the case of soldiers, this is about military medical care centres (hospitals and military clinics), and in the case of officials of the Ministry of abroad Affairs, it is about medical entities supervised by this ministry.
Private sector time
However, that is not all due to the fact that the catalogue of services, as with the large household Charter, will gradually expand. For example, public institutions, local governments and the private sector will be able to join the CRM programme. The allocation of powers will be based on contracts concluded with defence and home affairs ministers. Anyone who joins the task and offers discounts at their points will be able to usage the sign “Here we honor the Charter of the Uniform Family”. Its model is to be set by the applicable regulation. – There is no uncertainty that participation in the program can contribute to expanding the prestige of the company, its designation and interest in the offer, as well as to building long-term relations with customers. It will besides be a sign that the company is supported by the Armed Forces and uniform formations as part of the corporate social responsibility," noted Fabisiak.
It is estimated that expenditure related to the introduction of the Charter is the cost of approx. 50 million PLN in the first year of the regulation and approx. 40 million PLN in the following years. The expenditure includes, among others, the construction of systems of service for beneficiaries and entities offering discounts and reductions, production and issuing of conventional cards and the cost of reductions guaranteed by law.
At the same time, the Ministry of National Defence is working on a pilot programme to support military families, which is to enter into force from 1 January 2026. It will include the provision of military sports facilities for soldiers and employees of the Ministry of National Defence and their families, the wider beginning of military clubs, mainly by organising during the holidays and holidays of semi-colonies, workshops and concerts for children of soldiers and workers of the Ministry, and the free usage of museums subordinate to the Ministry of Defence. The proposals besides include an increased discount for those enjoying remainder in Revita hotel and expeditions for newborn children.
Social support in another armies
Similar social solutions work in many NATO countries. In Germany, there are facilitations to reconcile work and household responsibilities, specified as childcare and aged people. For example, those taking care of the second can number on additional leave free of charge for up to 6 months, and as many as 50 locations offer childcare facilities. In the case of the posting of a soldier to service abroad, household members have created household care centres that offer assistance in solving social problems.
The scope of benefits akin to Polish proposals is valid in the Czech Republic. The program is covered by insurance in Military wellness Insurance: soldiers in active service, active reserve soldiers, their spouses and children under 18. The task is besides designed for single parents, veterans and pensioners.
In the United States, the benefit program includes soldiers and erstwhile soldiers (veterans) and their families. They can number on, among others, support in educational and rehabilitation needs, aid with mortgages and wellness care guarantee, which besides includes care homes, clinics and medical centers.
