Ukraine or Russia – who "win" NATO Summit in Vilnius?

As could be assumed, the authoritative communications expressed in the authoritative communication of the resolution of the NATO Summit in Vilnius (formulated long before the event itself) caused large media controversy, peculiarly in terms of the debate on the current image of NATO-Ukraine relations. Thus it is worth asking whether calling the Vilnius summit "catastrophe", "failure" or "failure", as observers frequently said, is legitimate.
