The proposed rules relate to the White Paper on European Defence and the ReArm Europe/Votality 2030 Plan prepared in connection with the Russian threat and change of course of the United States under Donald Trump. The provisions are to be adopted under Article 122 of the Treaty on the Functioning of the European Union, so it will be a decision of the Council of the EU and will not be formally approved by the European Parliament.
