Women's participation in the peace process of a conflict-reducing strategy

Scientific evidence and applicable experience from fresh decades show that planet peace processes are inactive missing a strategy that could importantly reduce conflicts and strengthen stability. It is about active inclusion of women in these processes," writes the American think tank – the global Relations Council (CFR).

What is Council on abroad Relations (CFR)?

Council on abroad Relations (Council of global Relations) is simply a highly influential independent American think tank and a non-profit organization based in fresh York City. The CFR was founded in 1921. CFR analyses abroad policy and global affairs, providing expertise to policy makers, business leaders, media and public opinion. Among the members of the organization are erstwhile diplomats, politicians, economists, scientists and representatives of the private sector. The organization is considered to be 1 of the centres of developing the American strategy.

Women in peace processes and global security

The presence of women in leadership positions reduces the hazard of armed conflicts and increases the chances of peaceful resolution of disputes. Studies indicate that countries with a higher level of sex equality are more likely to choose negotiations alternatively of force and are little likely to scope military power in global disputes. In turn, countries with greater sex inequality are more active in interior and interstate conflicts.

UN safety Council Resolution 1325

A crucial minute for strengthening the function of women in peace processes was the adoption in October 2000 Resolution 1325 of the UN safety Council. This paper calls on associate States to increase the representation of women at all levels of decision-making in the national, regional and global institutions and mechanisms liable for preventing, managing and resolving conflicts.

This resolution is based on evidence that a higher level of sex equality translates into greater safety and stability. The statistic are clear: women's participation in peace processes increases the likelihood of maintaining the agreement for at least 2 years by 20%, and in the 15-year position by 35%.

Low representation of women in peace negotiations

Despite expanding evidence of the affirmative impact of women in peace processes, their participation remains low. In 2022, women accounted for only 16% of negotiators in processes conducted or co-led by the UN – a decrease compared to 23% in 2020.

  • In conflicts in Ethiopia, Myanmar, the Balkans, Sudan and Yemen, women were not present in negotiating teams.
  • In Colombia alone, almost a sex parity was achieved in both government and rebel delegations.
  • Of the 18 peace agreements concluded in 2022, only 1 had a female among the signatories.

While the UN increased women's participation in mediation teams to 43% (from 30% in 2019) and invited local peace leaders to participate in the 58% gathering of the peace building committee, this is inactive insufficient progress.

Women in UN peacekeeping missions

Women's participation remains limited in peacekeeping missions as well. Currently, they represent only 6.5% of military personnel and 15.8% of the UN police operation. Moreover, only 1 3rd of the peace agreements concluded in 2022 contained provisions relating to the needs of women and girls.

This means that the global community is inactive far from achieving the UN nonsubjective of "full, equal and crucial participation" of women in peace processes, peacekeeping operations and peace building by 2030.

The untapped possible of women in peace building

Dismissing women in peace processes means ignoring their documented contribution to peace and safety building. investigation and case studies from fresh decades clearly show that women's participation – both in authoritative negotiating positions and in bottom-up initiatives – importantly increases the chances of lasting peace agreements.

However, most agreements concluded since 1990 do not mention to the experience of women during conflict or their function in rebuilding after it has been concluded. This is simply a serious gap to be filled in urgently.
