Land owners only have last months to safe construction rights Old rules. The figures talk for themselves: in any municipalities the influx of applications for building conditions (WZ) increased by 244 percent compared to last year. According to OnGeo.pl portal, the Holy Municipality in Warmia and Mazury noted precisely this increase, while in the agrarian municipality Giżycko arrived 90 percent applications, exceeding a barrier of 1,100 cases per year. These are not random numbers – property owners know that time is moving out, and the stake is huge.

Revolution in Planning: What Changes the Act?

The key word in this full communicative is June 30, 2026. president Andrzej Duda signed a bill in April 2025 which extended the deadline for the municipality to pass general plans from 31 December 2025 to 30 June 2026. The awareness of the upcoming changes caused real panic among parcel owners, and statistic from various regions of Poland show the scale of the problem. The absence of any transitional provisions in this respect raises serious legal doubts as to the constitutional compatibility.

  • For current owners of plots: You only have until the end of 2025 to submit an application for building conditions according to more favourable old rules. If you do not make it in time, your game may be excluded from the construction for years or forever, and its value may fall drastically if it is not in the area of building completion.
  • For those planning to buy a game of land: Buying land without building conditions becomes extremely risky. The prices of plots with unlimited building conditions may increase considerably. It is worth checking whether the municipality has a chance to pass the general plan on time.
  • For those planning to build: fresh decisions of WZ will only be valid for 5 years – you gotta plan construction in a shorter time. Procedures can be importantly extended due to overburdened offices and the cost of obtaining building conditions has already doubled.

Experts explicitly urge that the building conditions be applied urgently by the end of 2025. This is the last bell for “old rules”. The decision-making procedure lasts formally up to 90 days, but in practice it may extend to six months due to an overload of offices.

  • Check your municipality status: Check the Main Office of Geodesy and Cartography page to see if your municipality has entered into a general plan. If not, the hazard of no plan on time is very high.
  • Prepare complete documentation: Due to the overload of offices, each addition to papers means additional months of waiting. Prepare all required papers at the start.
