Two AI strategies: How China intends to gain a global advantage

An article by Di Dongshenga, prof. from the Chinese University of Renminwho takes up the subject Chinese AI Strategy. The English title of this article is “China’s AI Strategy: Encircling the Cities From the Countryside”. Excuse me, I will not accept the translation of this title into Polish. Instead, I propose you get to know the most crucial things in this material.

Professor Di Dongsheng's article is an analysis of a strategy for the improvement of artificial intelligence in China, which opposes the American approach. The author claims that while

  • The United States focuses on the visionary goal of achieving the alleged “personality”, that is, the minute erstwhile the AI will surpass human capabilities (something announced by Kurzweil, for example),
  • China has a much more pragmatic approach, referred to as “AI plus”.

The Chinese strategy is to implement specialised AI systems in circumstantial applications, which brings tangible benefits and increases efficiency in key sectors of the economy, specified as mining, medicine or production. This is simply a bottom-up approach.which, unlike the closed American model, based on open-source technology. The aim is to attract global programmers and, most importantly, countries called the Global South. Di Dongsheng here uses the metaphor of Mao Zedong's historical strategy, which was to gain support in the state to yet take control of the centers (and here is the difficulty of a sensible translation of the title – Chinese idiom). Similarly, China, through expansion in developing markets, is striving to build global AI dominance.

The author besides draws attention to the hazard of a speculative bubble on the AI market, which resembles an online bubble from the late 1990s, and points to a weak financial basis for many companies. Analyzing possible social impacts, he warns against widening inequalities and a situation where permanent employment becomes a privilege for few. He points out that The eventual advantage in the area of AI will depend on the ability to collect and process immense amounts of data and to get the best specialists.

A key component of Chinese strategy is besides Use of assets in the energy sector and control of key natural materialsnecessary for the production of advanced semiconductors. The restrictions on exports of uncommon earth minerals introduced in 2025 are intended to further strengthen this position. The global expansion of Chinese AI technologies, offered at competitive prices, is intended to repeat the success of the Chinese production revolution, this time in the digital area.
