Tusk in euphoria, Bosak speaks of illusion. Was Poland truly exempt from relocation of migrants?

Prime Minister Donald Tusk, Head of the Ministry of abroad Affairs Marcin Kierwiński, followed by another members of the government and coalition on 13 December, who were pleased to see that Poland was released from the EU's immigration relocation mechanism. It is hard to tell why this joy results, due to the fact that in the authoritative communication of the Council of the European Union Poland is mentioned as 1 of the countries that has the chance to apply for "exemption from part or all of the commitments".
