Tusk: Europe must win the arms race with Russia. "There is no time to lose"

Prime Minister Donald Tusk, arriving at the EU summit in Brussels, stated that Europe must respond to the arms race initiated by Russia and strive to win it. He emphasized that the EU had long delayed building a defence union, but "today the situation has completely changed."
