The agreement was finalized in Ankara during Prime Minister Keira Starmer's first authoritative visit to Turkey. He was accompanied by defence minister John Healey and representatives of the British arms industry, including BAE Systems, Rolls-Royce and Leonardo. The host of the ceremony was Turkey's president Recep Tayyip Erdoğan, who described the acquisition as "a milestone in the modernisation of Turkish air force and cooperation with NATO allies".
