Top brass in the president's freezer. Why are the heads of the intelligence agencies waiting for a promotion?

The heads of Poland’s key intelligence agencies—the interior safety Agency, the Intelligence Agency, and the Military Intelligence Service—still wear colonel’s epaulets, while their applications for promotion to general have reportedly been sitting in the President’s Office for months. Formally, Karol Nawrocki is under no time limit to make a final decision, but as time passes, it is becoming increasingly hard to justify the hold by citing standard procedures alone.
