Such a proposal should be seen as another manifestation of EU bureaucracy's efforts to make a transnational structure (in a very crucial but highly delicate area of national security), based on a conceptually and organisationally dysfunctional and thus highly limited capacity; as a consequence of the inefficient and even dangerous hazard that will arise around it.
