It's been 4 years of full-scale war. Will Europe halt Putin?

Four years of a full-scale war between Russia and Ukraine changed Europe more than many would admit. Is the community truly weak and indecisive? Or, contrary to complaints, is he consistently supporting Ukraine, strengthening his own safety and effectively limiting the Kremlin's capabilities?
