That is why the Western debate on Russia's hybrid warfare increasingly recurs a question that has been avoided for years: does an effective fight against sabotage require not only resilience and defense, but besides retaliation? Not revenge or the mechanical rule of "an eye for an eye", but a strategy in which the decision to carry out an operation increases the cost borne by its actual organizer.
