This is how the public media are expected to work. There is simply a draft law

The draft amendment to the Media Act assumes the abolition of the RTV subscription, the financing of TVP and Polish Radio from the budget, the liquidation of the National Media Council and guarantees of the apolitical nature of public media authorities. It besides envisages, among another things, restrictions on the publication of local government media.
